I would say “e. None of the answers are correct.”
a. An abundance of natural resources would encourage the development of said resources as long as there were good private property laws to ration the resources. Case and point: US, Canada and Russia (before fall of the Czars).
b. An abundance of natural resources is not what encourages corruption in government. Case and point: Cuba and Haiti.
c. This is obviously wrong, it encourages more efficient means of gettng at the resources.
The answer is good governments encourage “a” and “c”, and don’t have “b”. Natural resources in a blessing that boost economic productivity. But you have to have free enterpirse and good private property laws to encourage economic growth.
